Combined Endeavor: Overall Leadership

While the Combined Endeavor Exercise Director is an American, the remaining key leadership roles are divided among the participating nations.  The technical leadership organization includes leaders from 28 different participating nations.

Combined Endeavor Planning Process

Deliberate planning is key to the success of CE.  Not burdened with a planning and execution time constraint resulting from a real crisis situation, CE follows a deliberate planning process to set annual objectives, plan for the accomplishment of those objectives and achieve the objectives during the annual CE exercise.  A planning cycle takes two years allowing the necessary time to gain approval and funding at the national level for participants, and giving the nation’s time to deconflict CE events with other national, NATO and PfP exercises.  Each year the members of the delegation chiefs group will establish the focus and technical objectives for the following year.  The previous year’s results become the baseline for each new series of testing and the criteria that any new participants must meet prior to continuing the sequence of CIS testing.  Additionally, delegation chiefs prioritize the tests as it is stated in the Objectives.  The following year, during the planning conferences, the WGs will develop plans that ensure the accomplishment of the technical objectives.  The planning cycle includes five major events each year, four planning conferences and the CE workshop.  The CE planning process is characterized by deliberate planning in an open forum, which leads to open discussion and resolution of issues.  At each step of the process after action reviews are conducted to ensure the planning remains on track and any valuable lessons that are learned during the process are captured and incorporated.


Combined Endeavor: Participants, Observers and Visitors Defined

Participants.  Nations participate as either Full Participants or Observers.

  • Full Participants:  Full participants serve as equal partners in determining the concept, the technical goals, objectives and direction of CE.  They have voting privileges and participate with CIS equipment.
  • Observers:  Observer nations may watch and participate in CE events.


    Combined Endeavor 2008 Participants

    Sixteen of the 19 pre-April 2004 NATO nations are engaged in Combined Endeavor 2008 as are nine of the new NATO nations. 

    A total of 38 nations and two multi-national organizations, NATO and the South Eastern Europe Brigade (SEEBRIG) are participating in CE 08. 

    Partnership for Peace nations include Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Croatia, Georgia, Kyrgyz Repubilc, Macedonia, Moldova, Russia and Ukraine. 


    Combined Endeavor 2008 Hosts

    In cooperation with the German and Croatian Ministries of Defense, the U.S. European Command is sponsoring Combined Endeavor 2008.   The 2008 sites include:

    • Main Operations Base at Lager Aulenbach in Baumholder, Germany
    • Forward Operating Site at Lara Naval Base in Split, Croatia
